FULL -TIME JOB: Grants & Accounts Manager - ECU ECDOI
ECDOI is an institute for faculty & affiliates who receive Federal, State and Association grants/funds averaging ~$10 million/year. These funds/grants by law and policy have critical, time-sensitive compliance and regulatory obligations. |
Job Duties | The primary purpose of the Grants & Accounts Manager position is to assist in the development, administration, regulatory compliance, budgetary and fiscal management of sponsored projects for ECDOI and associated faculty. The Grants & Accounts Manager is the liaison between faculty members and departments engaged in funded research projects and the Office of Research Administration, the Office of Clinical Trials, and other external agencies. The primary roles of this position include: 1] PROPOSAL REVIEW AND SUBMISSION – Collaborate with University faculty, administrators, and students in preparing grant and contract proposals. Provide guidance and recommendations on policies and procedures related to crafting, constructing, and submitting high-quality grant proposals and contract bids. Submit proposals to sponsors using a variety of electronic submission systems. Maintain comprehensive and accurate official University records of proposal submissions in the University’s proposal tracking system. 2] AWARD ACCEPTANCE AND NON–FINANCIAL MANAGEMENT – Facilitate, manage, and document official communication with external funding entities to monitor and, as needed, revise the budget, aims, work plan, and deliverables associated with sponsored projects. When appropriate, develop, and recommend solutions to problems that confront investigators and project teams. 3] MAINTAIN GRANTS ACCOUNTS AND CONTRACTS– financial records, provide pre and post-award financial record support for grants and contracts. Maintain up-to-date records on the grants and contracts activity of ECDOI primary faculty and make sure policies required by the funding agency are followed. Monitors and reconciles program budget and tracks travel and expenditures for faculty/PIs. Provides financial planning for personnel and prepares annual budget reports. Manages all state, foundation, and grant accounts for faculty/PIs. Process personnel forms related to grant funding such as salary savings reallocations, hiring of non-teaching EPA personnel on grants, graduate research assistant appointments and pay, grant purchases, processing internal requisitions for starting and closing accounts, verifying timesheets of undergraduate/graduate students, and technical support staff paid from grants, creating EPAFs and ERS documents, overseeing effort reporting procedures. Post-award, level of effort reports, spending trends, and completing personnel documents, assist ECDOI with budgeting, financial record keeping, supplies, and equipment requisitions related to use of grants and F&A funds. Work with Materials Management and Accounts Payable in placing requisitions and processing invoices. Preparation of grant requisitions if requested. Provide in-house assistance to faculty and staff questions regarding Human Resources and Benefits issues especially as it pertains to grants and contracts. Conduct internal audits of ECDOI grants and F&A accounts and ensure proper accounting procedures are being followed. Monthly reviews of grant funds to ensure allocable and appropriate charges have been charged to the correct project. Making sure the expenses are in line with the scope of work of the project. |

Minimum Education/Experience | Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions. |

Preferred Experience, Skills, Training/Education | Master’s degree in Business Administration, Public Administration, or related area from an appropriately accredited institution OR a Bachelor’s degree Business Administration, Public Administration, or related area from an appropriately accredited institution and a minimum of 5 years prior experience in a position with comparable financial and administrative responsibilities and comparable compliance duties.
Knowledge of programs and procedures of granting agencies, including federal agencies (e.g., NIH, NSF, DOD) as well as corporate and private foundations and sponsors, and knowledge of relevant OMB regulations. Knowledge of accounting principles, fund accounting, financial reporting, internal control systems, and budgeting and financial analysis. |
